Mission Statement

This Enrollment Ordinance is established to define and regulate membership with the Howonquet Indian Council of the Smith River Rancheria in accordance with the Constitution of the Howonquet Indian Council of the Smith River Rancheria, and to establish fair and uniform enrollment procedures, which afford due process of the tribal laws to all persons applying for enrollment. This Enrollment Ordinance formally establishes an Enrollment Committee and directs that committee to process applications, hold necessary hearings, and prepare reports for the Tribal Council. The Tribal Council bears the responsibility for assuring compliance with the Tribal Constitution and Enrollment Ordinance.

Smith River Rancheria Election Time Lines


Nominations take place on the 3rd Saturday in March at the General Membership Meeting.

Deadline to Accept or Decline Nomination ( 7 Business days after nomination)

Last Day to Register- First Friday in May (must be 18 by this date)

Last day Application for Absentee Ballot can be mailed- First Friday in May (15 day mailing)

Election Day- 3rd Saturday in May at the Howonquest Hall Community Center 101 Indian Court Smith River, CA.95567
Polls Open- 9:00am to 3:00pm.

New Council Members sworn in at the first Regular Council Meeting following the elections.
