BACKGROUND

The Tolowa Dee-ni’ Nation (hereafter “TDN or “Nation”) seeks proposals from qualified energy engineering firms or individual(s) (hereafter “Consultant) with experience working with/for tribal communities, for Energy Engineering Services to create a feasibility study for deployment of a microgrid system.

The Tolowa Dee-ni’ Nation is a federally recognized tribal government whose reservation lands are located three miles south of the Oregon-California border along the Pacific coastline, in Smith River, CA. The Nation’s jurisdiction and service area encompasses 5 counties, across southern Oregon & northern California, a total of 9,608 square miles, an area the size of the state of Vermont.

It is a goal of Tolowa Dee-ni' Nation to implement green/sustainability measures in a way that is feasible and culturally appropriate, as stewards of their homelands. As part of that effort, the Nation desires to site & construct microgrid electric systems. The proposed project will create a detailed feasibility & technical study for deployment of microgrid system(s), with adequate energy storage, that would service the Nation and designated surrounding areas.

The Nation is applying for grant funding for this project and anticipates having funding in the near future. This RFP is to better understand availability & cost of microgrid design services. Nation intends to contract with the best-qualified team, once funding is in place.

SCOPE OF WORK

The selected consultant will conduct a feasibility & technical study of microgrid deployment, in sufficient detail such that the study can be used to seek construction & implementation funding. Project seeks to answer the following questions:
Is it feasible to construct one or more solar PV microgrids, with energy storage, to meet the electric needs of Tolowa Dee-ni' Nation?

Where can these grids be constructed?
What are the specific components of grid connection, solar PV generation, energy storage, and distribution.
Study will provide a detailed cost estimate & timeline for construction & operation of microgrid(s) for the Nation
Any other services/elements needed to the feasibility of microgrid construction & operation for Tolowa Dee-ni' Nation.
The Consultant shall supply all necessary labor, travel, materials, and equipment unless otherwise agreed in writing.

Qualifications:
DESIRED QUALIFICATIONS
Qualified candidates are expected to provide proof or examples of the following education, background, experience, and information:
1. Education and/or experience necessary to successfully complete the work: such as a bachelor's degree in engineering or another similar field; master’s degree in relevant field preferred;
2. Knowledge and experience working with tribal governments.
3. Successful Energy Engineering experience;
4. Excellent verbal and written communication skills;
5. Resume, portfolio, or qualification papers showing relevant work performed;
6. At least two references for relevant work performed;
Special Requirements:
EVALUATION CRITERIA
A Review/Selection Committee made up of Tribal staff will evaluate the Consultant(s) based on the proposals and, if necessary, an oral interview will be requested to determine which Consultant(s) is best qualified to perform the work for this project.
The following items, as they relate to the Scope of Services Tasks described above, will be used by the Review/Section Committee to assist in the ranking of the Consultants' proposal and the oral interview:

FINALIST ORAL PROPOSAL INTERVIEW
Top ranked finalists may be asked to meet with the Review/Selection Committee to provide any background or information on their organization, similar successful past projects, and provide clarification on any items listed in their original written proposal.

This Request for Proposal is open to all qualified, responsive bidders. Indian Preference will apply in the selection process in accordance with the Tolowa Dee-ni' Nation’s Tribal Employment Rights Ordinance (TERO).

TERO Fee (Mandatory/Required)
The Tolowa Dee-ni' Nation assesses a TERO (Tribal Employment Rights Ordinance) fee of five percent (5%) for all contracts that execute contracted work on or near Tolowa Dee-ni' Nation Lands.
