BACKGROUND

The Tolowa Dee-ni’ Nation (hereafter “TDN or “Nation”) seeks proposals from Native individual(s) (hereafter “Consultant) with experience working with/for tribal communities, to create a graduation necklaces for distribution to Tolowa Dee-ni’ graduates.

The Tolowa Dee-ni’ Nation is a federally recognized tribal government whose reservation lands are located three miles south of the Oregon-California border along the Pacific coastline, in Smith River, CA. The Nation’s jurisdiction and service area encompasses 5 counties, across southern Oregon & northern California, a total of 9,608 square miles, an area the size of the state of Vermont.

It is a goal of Tolowa Dee-ni' Nation to empower individual self-determination of its citizens by providing employment and lifelong learning opportunities. As part of that effort, the Nation desires to acknowledge and honor the educational accomplishments of its citizens. The proposed project will create a culturally appropriate necklace for each citizen embarking upon commencement for the ’22-’23 school year.

Qualifications:
SCOPE OF WORK

The selected consultant will produce and deliver necklaces to the following specifications:

All necklaces will be made from the same materials

Dentalium necklaces are preferred, but bids proposing pine nut necklaces as an alternative will be considered

All necklaces must include glass beads, as glass are the only beads accepted for this project

All dentalium must be strung butt to butt and tip to tip

All necklaces must be strung on leather backing

All glass bead colors are limited to: primary red; primary blue; primary green; and black

All necklaces must be constructed of only one of the approved colors for each necklace

All necklaces must be finished and delivered by June 30, 2023

The number of necklaces to be delivered is as follows:

o 8th Grade Graduates = (20) one strand
o 12th Grade Graduates = (20) two strand
o College Graduates = (20) three strand
o Advanced Degree Graduates = (5) four strand

The Consultant shall supply all necessary labor, travel, materials, and equipment unless otherwise agreed in writing.

Special Requirements:
SUBMISSION FORMAT
The submission shall include, as a minimum, the following information:
• Cost Proposal – Submit in writing, a bid for the dollar amount Consultant would like to receive for the production of the necklaces (labor and materials included).

• Prototypes – Qualified candidates are expected to provide at least one complete strand or necklace, as an example, to be submitted with the bid. Pictures will not be accepted. Sample necklace(s) will be returned to the bidder.

• Indian Preference – As appropriate, include documentation that the Consultant is Native American.

This Request for Proposal is open to all qualified, responsive bidders. Indian Preference will apply in the selection process in accordance with the Tolowa Dee-ni' Nation’s Tribal Employment Rights Ordinance (TERO).

EVALUATION CRITERIA
A Review/Selection will be made by the Education Committee.
The following items, as they relate to the Scope of Services Tasks described above, will be used by the Committee to assist in the ranking of the Consultants' proposal:
• Understanding of the Project
• Experience with Similar Types of Work
• Quality of necklace sample(s)
• Overall Cost
• Indian Preference
